What a Texas management certificate is

A management certificate is a document recorded with the county that gives information about the management of an HOA. Under Texas Property Code 209.004 a property owners' association records one in each county where the subdivision lies, stating the subdivision, the association's name and mailing address, the recording data for the subdivision and its declaration, the person managing the association, the website with its dedicatory instruments and any fees charged on a transfer. It files the certificate with the Texas Real Estate Commission no later than seven days after recording it, and records an amended one within 30 days of a change. Condominium associations follow Section 82.116.

The Texas Real Estate Commission held 17,393 certificates as of 2026-10-20: 15,184 property owners' associations and 2,209 condominium unit owners' associations.

Questions

How do I find my HOA in Texas?

Enter the address. The lookup lists the associations with a management certificate filed with the Texas Real Estate Commission in that ZIP code, ranked by the subdivision name. The certificate names the association and its contact.

What is an HOA management certificate in Texas?

A document a property owners' association records in each county where the subdivision lies (Texas Property Code 209.004). It states the subdivision, the association's name and mailing address, the recording data for the subdivision and the declaration, the person managing the association, the website with its dedicatory instruments, and any fees charged on a property transfer. It must be filed with the Texas Real Estate Commission within seven days of recording.

Why does the lookup list several HOAs?

The state lists associations by name, city and ZIP code, not by lot. A ZIP code can contain dozens of associations, and a lot can belong to both a neighborhood association and a master association. Add the subdivision name to rank the list.

What if no HOA is registered for my ZIP code?

There may be no association, or it may not have filed its certificate with the state. The declaration of covenants recorded against the lot is the reliable answer; a title search finds it.
